3-1-8: COLLECTION OF FEES; RETURN UPON DENIAL:
   A.   Collection: The town treasurer shall be charged with the collection of the fees for the licenses required by this title. (1976 Code § 5.04.090)
   B.   License Denial; Return Of Fee: If a license application shall be denied, the license fee that may have accompanied the application shall be returned to the applicant. (1976 Code § 5.04.100)
