After the close of the fiscal year, the town clerk shall make out, in duplicate, a complete statement of the financial condition of the town for that fiscal year. The financial report shall be in a form prescribed by the state department of administration and shall be completed and submitted to said department for review within six (6) months of the end of the reporting period.
