In all future construction, or reconstruction, of sidewalks and curbs in the town, wheelchair ramps shall be built and installed in conformity with the wheelchair ramp plans and specifications, on file in the office of the town clerk, at every corner of a block in such new construction, or reconstruction, of such curbs and sidewalks.
