The director of public works or local law enforcement, under the direction of the town council, shall place and maintain traffic control signs, signals and devices, conforming to the state manual and specifications, upon town streets, except state highways, when and as required under the traffic ordinances, and may place and maintain such additional traffic control devices as they or the town council may deem necessary to regulate traffic under the traffic ordinances of the town or under state law, or to warn or guide traffic.
