§ 150.02 BUILDING OFFICIAL; INTERIM BUILDING INSPECTOR.
   (A)   Building Official. The position of Building Official is hereby established for the purposes of maintaining compliance with the Building Code and Zoning Code of the village. The Building Official shall be appointed by the Mayor but shall not take office until such appointment has been approved by a majority of vote of the members elected to the Village Council.

   (B)   Powers and duties. The Building Official shall have the powers and perform the duties necessary to maintain compliance with the Building and Zoning Codes of the village, which shall include but are not limited to the following:
      (1)   To review applications for building permits. Such duty shall include identifying any areas wherein the application is not in compliance with the Building or Zoning Code or is not in compliance with any variance which may have been granted relating to the property. No building permit shall be issued for any building unless the application is in compliance with the codes and regulations of the village.
      (2)   To enforce or to assist in the enforcement of violations of the Building or Zoning Code of the village which are either noted by the Building Official or brought to his or her attention.
      (3)   To assist, advise, and to make recommendations to the Board of Zoning Appeals, Planning Commission, and the Village Council on matters that come before those bodies which relate to enforcement, compliance, or amendments of the Building and Zoning Codes of the village.
      (4)   To issue the building permits upon appropriate application, collect fees for such permits and deliver such fees to the Village Clerk, and to advise the Village Council, Planning Commission, Board of Zoning Appeals, and the village legal counsel as to problems relating to the enforcement or compliance with the Building and Zoning Codes of the village, which problems may come to his or her attention from time to time.

   (C)   Compensation. The compensation for the position of the Building Official, and any interim Building Inspector who may be appointed from time to time to complete the duties of the Building Official when the Building Official is unavailable or unable to perform his or her duties, shall be established by the Village Council by ordinance.

   (D)   Interim Building Inspector.
      (1)   The office of Interim Building Inspector is hereby created. An Interim Building Inspector may be appointed by the Mayor in the event that the Building Inspector is unable to act for any reason in this capacity. It shall be the duty of the Interim Building Inspector to administer the Building Code in compliance with this chapter, including but not limited to the issuance of building permits for single dwelling houses to applicants upon their compliance with the ordinance regulating the same, the inspection of the work in the village covered by such permits and to take any and all such actions as are required from time to time by the Building Inspector in accordance with the standards set forth by the village.

      (2)   The compensation of the Interim Building Inspector of the village shall be established on a project by project basis, but in any event shall not exceed the cost of 50% of any building permit issued for the designated project or as otherwise deemed necessary by the Village Council.
