Private drives hereafter created as the result of subdivisions or cut-ups shall be limited in the number of lots to be serviced. The Planning Commission shall require publicly dedicated streets for subdivisions containing five or more lots. Not more than four lots shall be serviced by a private drive created after the effective date of this section.
