(A) The Safety Committee of Council shall designate and the village shall maintain, at the point of origin of all private drives, appropriate traffic-control signs and devices for the control of traffic exiting from such private driveway onto publicly dedicated streets.
(B) No name shall be assigned to such private driveway without the prior written approval of the Planning Commission. The name marker shall be installed and maintained at the point of origin of such private drive by the village.
(C) All house numbers shall be assigned by the Building Inspector in compliance with postal regulations and in conformity with assignment of house numbers within the village.
(D) Any private driveway shall be properly described on the plat of subdivision thereof, which shall be prepared and approved by a registered surveyor for recording, and shall contain a sworn statement by the owners of all adjacent lots to undertake the perpetual maintenance and repair of such private driveway at no expense to the village.
(E) The Building Inspector shall not issue a building permit for construction of a building on a lot fronting on a private drive without first advising the applicant, in writing, of the requirements relating to maintenance of private drives. If the Building Inspector determines that such private driveway is not satisfactorily constructed nor adequately maintained in compliance with this subchapter, the village shall not furnish public services until the minimum requirements of this subchapter are met.
