(A) The following regulations are hereby prescribed for the construction of streets in the municipality by developers of new subdivisions and by the municipality.
(B) Streets shall be constructed in accordance with the engineering design entitled “Village Of Terrace Park, Ohio, Typical Roadway Sections” dated January, 1960, a copy of which is marked Exhibit “A” and attached to original Ordinance 17-1961, and made a part thereof. However, Council shall approve in writing the construction of streets without curbs shown as an alternate method in such engineering design and Council may give permission in writing for deviations from the plans and specifications set forth in such engineering design.
(C) Materials, construction and tree-planting shall be furnished and performed in accordance with the “State of Ohio Construction and Materials Specifications,” which are hereby adopted by reference and made part of this section as if set forth in full herein. In particular:
(1) The stabilized base courses of bank-run gravel shall be placed in accordance with the directions under item B-11 of such specifications.
(2) All sidewalks shall be of concrete construction in accordance with the directions under item I-13 of such specifications.
(3) The trees shall be planted after completion of construction of the street in accordance with the directions under item L-14 of such specifications and such trees shall be of the hard maple or other
approved variety, eight to ten years old, not less than two inches in diameter at the ground level, and they shall be planted alternately not less than 25 nor more than 35 feet apart on each side of the street.
(D) (1) A request by any village resident for planting of trees shall be made, in writing, by application to the Village Clerk on the proper form as designated by the Chairperson of the Buildings and Grounds Committee. Such application shall contain the following information:
(a) Choice of tree, as selected from an approved list of deciduous trees as provided by the Chairperson of the Buildings and Grounds Committee.
(b) Location where such tree is to be planted on village property.
(c) The approximate dollar commitment which the resident agrees to pay for the tree which is to be planted.
(2) Upon processing and approval of the application by the Buildings and Grounds Committee, such tree shall be planted in accordance with the “State of Ohio Construction and Materials Specifications.”
