§ 91.36 LOCAL FIRE PREVENTION REGULATIONS.
   (A)   Carbon tetrachloride extinguishers. No person shall use, sell, display or service carbon tetrachloride extinguishers within the municipality.

   (B)   Submittal of building or remodeling drawings required. Blueprints for all buildings and remodeling of commercial and industrial buildings shall be submitted to the Fire Chief for approval.

   (C)   Sprinklers. The Fire Chief may cause any commercial or public building in the municipality to be sprinklered in the interest of fire safety.

   (D)   Building wreckers. Building wreckers shall not burn debris at the wrecking site. In extremely cold weather, a salamander may be used for the worker's physical comfort, but the material burned shall be such as to exclude dense smoke or to create a nuisance to adjoining residents. No roofing material shall be burned in the salamander.

   (E)   Salamanders. Salamanders installed in a building under construction shall be of an approved type, safely and securely installed. Salamanders shall be clear of combustible materials and the use of these salamanders shall be supervised by competent workers. LPG gas cylinders for salamanders shall be stored outside of buildings.
      (1)   LPG tanks must have collars or caps to protect valves whether tanks are filled or empty.
      (2)   No more than two 100-pound tanks may be connected in series to supply a salamander.
      (3)   Cylinders and tanks must be secured on a firm foundation, but not on bare ground.

   (F)   Vacant buildings. The owner of any building in the municipality shall, whenever the building becomes vacant or unoccupied, remove therefrom all papers or other combustible material accumulated therein, and shall securely close and keep closed all doors, windows or other openings into such building while the building remains unoccupied.

   (G)   Grease filters in restaurants and other places. Restaurants and other places where food is prepared shall maintain fire-resistant grease filters, shall clean or replace them at regular intervals so as to prevent a flash fire in the hood or duct work, and the Chief of the Fire Department shall order automatic fire extinguishing devices to be installed in duct work when the difficulty of cleaning or the hazard of occupancy or frequency of fires requires such equipment to be installed.

   (H)   Fence required for attractive nuisance. The Chief of the Bureau of Fire Prevention shall be authorized to require any person, firm or corporation to fence in their property when their occupancy or operation constitutes an attractive nuisance to children or other persons and when, in the judgment of the Chief of the Bureau of Fire Prevention, it is in the interest of public safety to prevent trespassing or access to such property. The fence shall be at least six feet in height from grade level and equipped to prevent climbing, and gates shall be securely locked at the close of a business day and on weekends.

   (I)   Fire bombs.
      (1)   No person shall possess a fire bomb. For the purpose of this section, a FIRE BOMB is a breakable container containing a flammable liquid with a flash point of 150° Fahrenheit or less, having an integral wick or similar device capable of being ignited, or any other mechanical device capable of ignition, but no device commercially manufactured primarily for the purpose of illumination shall be deemed to be a fire bomb for the purpose of this section.
      (2)   This division (I) shall not prohibit the authorized use or possession of such fire bombs by a member of the armed forces of the United States of America or by any member of a regularly organized public fire or police department.
