No commercial, industrial, general contractor or similar type of organization shall be allowed to use the sanitary landfill for disposition of trash, debris or refuse except upon the obtaining of a permit as provided in § 50.05. No permit shall be issued to a commercial, industrial or general contractor or similar type of organization unless the trash, debris or refuse sought to be deposited in the sanitary landfill shall have originated within the corporate limits of the municipality.
