§ 34.02 DUTY ASSIGNMENTS AND JOB DESCRIPTIONS.
   (A)   Duty assignments in the Police Department are as follows:
      (1)   Chief of Police.
         (a)   The Chief of Police is the administrative head of the police agency and answers to the Village Council. The Chief of Police is ultimately responsible for the total operation of the Police Department. In effect, the Chief of Police is assigned to and responsible for each and every operation conducted within the purview of the Police Department.
         (b)   The Chief of Police conducts the police office through the use of delegation of authority within the policies established herein. The Chief of Police is expected to provide such leadership that is necessary to the proper completion of the police task. The Village Council will communicate with the Chief of Police and provide a list of illustrative tasks to offer guidance in the performance of his or her duties.
      (2)   Administrative Officer (Second in Command).
         (a)   The Administrative Officer is the second in command and answers to the Chief of Police, or in the absence of the Chief of Police, will answer to the Safety Director and the Mayor. This officer can hold the rank of either Sergeant or Lieutenant and will be appointed by the Mayor with the affirmation of the Village Council. This officer is responsible for all administrative duties assigned by the Chief of Police to include crime prevention, public relations to include creating a better understanding of the police function within the community, duty assignments that promote positive rapport within the community, and assist the Chief of Police with the budget process.
         (b)   In the event that the Chief of Police is absent, the Administrative Officer will be the officer in charge. This officer will monitor the work schedule process for both full- and part-time staff.
      (3)   Operations Officer (Third in Charge),
         (a)   The Operations Officer will be the third in charge and will answer to the Chief of Police. In the absence of the Chief of Police, he or she will answer to the Administrative Officer directly. In the event that neither the Chief of Police nor the Administrative Officer are available, this officer will answer directly to the Safety Director or the Mayor.
         (b)   The Operations Officers duties include those which are specifically assigned to them by the Chief of Police, including the direct control of the patrol function. They will monitor all patrol and investigative activities to assure that policies and procedures are being adhered to. They will promote positive work attitudes and public relations, through example. This officer will monitor the training needs of the Police Department and report those needs to the Chief of Police. This position can be held by either a Sergeant or a Lieutenant.
      (4)   Assistant Administrative Officer. This position will be held by either the senior patrol officer or a Sergeant and will be the fourth in the chain of command. This officer will be the Field Training Officer (FTO) and will be responsible for the training and documentation of training for all part-time officers, as well as any other duties assigned to them by the Chief of Police.
      (5)   Assistant Operations Officer. This position will be held by either a patrol officer or a sergeant and will be fifth in the chain of command. This officer will assist the Operations Officer in the day-to-day operation of the Police Department as well as any other duties assigned to them by the Chief of Police.
      (6)   Patrol officers.
         (a)   The patrol function is basic to all police agencies. All officers of the Terrace Park Police Department are assigned to this function.
         (b)   The duties included in the patrol function are those outlined in the General Orders of the Police Department. Specific duties are any assigned by the Chief of Police or other command officers.
      (7)   Investigation Officer.
         (a)   The officer assigned to this function is responsible for the coordination of any major investigation involving the Police Department. This officer answers to the Operations Officer during the investigative function. They will also be responsible for checking any case jackets to assure that they contain all information and documents needed for conviction cast the most professional image of this Police Department.
         (b)   This officer is responsible for the maintenance of the necessary equipment pertaining to this assignment such as fingerprint kits, evidence kits, and the like.
      (8)   Traffic Officer. This officer will be charged with the investigation of major traffic accidents, review of all traffic related reports, maintenance of all equipment related to this task such as the intoxilyzer, and the documentation of all intoxilyzer tests. They will assure that all officers have maintained their State Certification for the intoxilyzer and that all legal updates are reported to all officers with this Police Department. This officer will be responsible for implementation of traffic safety programs and will encourage defensive driving programs for all police personnel.
      (9)   Crime Prevention Officer. The Crime Prevention Officer is charged with the duties of keeping the public aware of their responsibilities toward the prevention of crime. As part of those duties this officer will act as the public relations contact for the Police Department. The Crime Prevention Officer will utilize all concepts of communication including the news media to bring the Police Department's message to the public. This officer will answer to the Chief of Police while conducting this function.
      (10)   Property Officer. This officer will be assigned to the specific task of implementing and maintaining a property procedure that will allow for the safe and secure storage of evidence and other articles of personal property. This officer is also charged with the responsibility of maintaining the departmental inventory of all equipment, radios, furniture and the like. The Property Officer will answer to the Operations Officer during this function.
      (11)   Administration Secretary. This position may be filled with either a uniformed officer or a civilian at the option of the Chief of Police. This person is responsible for maintaining all pertinent files and records, providing secretarial services for the Police Department, and acts as the Clerk of the Mayor's Court. Additional duties are any assigned by the Chief of Police.
      (12)   Cadet. This position is a non-sworn position which is to be filled at the discretion of the Chief of Police. The cadet will perform any administrative duties, under supervision of the person in charge of administration. Other duties may be assigned to the cadet within other duty assignments with the approval of the Chief of Police. The cadet will answer to the Chief of Police or the Administrative Officer.
   (B)   Job descriptions of positions within the Police Department, as may be revised from time to time, are hereby adopted by reference and shall be treated as if set forth in full herein. Such descriptions will have a listing of expected duties to be performed, but this list will not replace the discretion of the Police Chief. The listing will assist each officer with understanding what is expected of them.
