(A) The Police Department shall consist of the Police Chief and five full-time police officers. The classification of positions within the department are as follows:
(1) Police Chief.
(2) Administrative Officer, who shall report directly to the Police Chief and be primarily responsible for the administrative duties assigned by the Police Chief. The Administrative Officer shall be second-in-command of the Police Department except on such matters as the Chief of Police may from time to time designate as command responsibilities of the Operations Officer. In the absence of the Police Chief, the Administrative Officer shall normally represent the Police Department in all official matters but shall not reverse any decision of the Operations Officer unless specifically authorized by the Police Chief to do so. The rank of the Administrative Officer shall be either Sergeant or Lieutenant.
(3) Operations Officer, who shall also report directly to the Police Chief and be primarily responsible for the proficiency of the technical and enforcement operations of the Police Department in a manner and degree prescribed by the Police Chief. The rank of this officer may be either a Sergeant or Lieutenant.
(4) Patrolman, who shall report to the Administrative and Operations Officers in their respective areas of responsibilities. Patrolmen shall have the rank of either Patrolman or Sergeant.
(B) The Chief of Police and other members of the Police Department shall be appointed by the Mayor with confirmation by Council. Compensation and promotions in rank shall be set and made by Council. The Police Chief shall designate the Administrative and Operations Officers from the members of the Police Department.
