In addition to the other remedies provided herein, the town shall, upon discovering a nuisance, as defined herein, give notice to the author of such nuisance or to the owner, lessee or renter of the premises upon which the same is found, to abate and remove the nuisance within forty eight (48) hours, and if such author, owner, lessee or renter shall fail to abate or remove said nuisance within forty eight (48) hours after receipt of notice from the town, the town may abate and remove the same at the expense of the author, owner, lessee or renter, which cost and expense may be recovered by the town in a civil action.
