It shall be the duty of every person, whether owner, lessee or renter, of any vacant lot to maintain the premises in a clean and orderly condition, permitting no accumulation or unsightly growth of weeds. The failure of any person having the duty to do so to maintain the premises in a clean and orderly condition without the accumulation of unsightly weeds shall be guilty of a misdemeanor, punishable as hereinafter provided, and shall be deemed the author of a nuisance.
