Any place or abode or any place of business in operation shall be prima facie evidence that refuse and/or garbage is being produced and accumulated on such premises, and it shall be the duty of the proper representatives of the town to inspect and supervise said premises. Any accumulation of refuse and/or garbage on any premises in the town is hereby declared to be a nuisance, is prohibited hereunder, and is a misdemeanor, punishable as hereinafter provided.
