9-4-2: INDUSTRIAL DEVELOPMENT:
To maintain the clean environment and rural lifestyle of the town, all industrial developments must conform to the following standards:
   A.   Effects On Town Systems And Services: No industrial development will be allowed without a thorough analysis of the effects of that development on the town water supply and distribution system, sewage collection and treatment, fire protection and streets. To accomplish this, the following information shall be provided by the applicant:
      1.   An estimate on the amount of water required by the development on a daily basis;
      2.   An estimate of the amount and type of sewage effluent to be generated daily;
      3.   An estimate of the number of employees, including an estimate of the number who will reside in the town;
      4.   A letter from the fire chief stating that the present firefighting protection service can adequately protect the proposed development;
      5.   An estimate of the amount and type of solid waste to be generated daily.
   B.   Location Outside Urban Limit Line: All industrial developments located outside the urban limit line shall be provided with an individual water supply, water distribution system, sewage disposal and collection system and solid waste disposal separate from the town facilities. Approval of the water and sewage systems by the department of environmental quality must be presented.
   C.   Connection To Water, Sewer Required: All industrial developments located inside the urban limit line shall connect to the town water and sewage system. An application may be rejected if the town facilities are not adequate to serve the development.
   D.   Sewer Pretreatment: The council may require pretreatment of sewage effluent produced by an industrial development before entering the town sewage system.
   E.   Air Quality: No industrial development which emits toxic products, odors or particulate matters shall be located upwind from existing residences. The council may exclude an industrial development on the basis of protecting local air quality, even though Wyoming air quality standards are met.
   F.   Street Resurfacing: Industrial developments generating heavy truck traffic on streets maintained by the town may be required to bear the full cost of resurfacing whenever it is required.
   G.   Enclosures: Industrial developments may be required to enclose unsightly or unsafe areas in the development area, shield glaring surfaces or muffle noise. An application may be rejected on the basis of unreasonable noise, glare, light or safety hazards.
   H.   Private Roads: Any street extension not indicated in the master plan from an industrial development to an existing public street shall be considered a private road and shall be maintained by the applicant. Exceptions may be made to serve the best interests of the town.
   I.   Cost Of Expansions Or Upgrades: The applicant shall bear the full cost of any extension, expansion or upgrading of town facilities, including streets, necessitated to accommodate the development. (1986 Code § 4-602)
