In order to promote the general health, safety, comfort and welfare of the citizens of the town by encouraging a slow growth rate, which will harmonize with the existing town and maintain its clean rural environment in accordance with the master plan, the town council enacts this title by requiring that all development proposals be reviewed by the town council and proceeding only upon the granting of a compliance permit by the council.
