A. Code Adopted: The international residential code, 2012 edition, published by the International Code Council is hereby adopted as if fully set out in this section, and one copy is on file in the city hall for examination by the public.
B. Amendments: Provisions of this section are published with the following amendments and exclusions:

Section R105.2 Work Exempt From Permit. Sub-section Building - exclude "2. Fences not over 7 feet (2134 mm) high."

Section AJ102.3 Smoke Detectors - exclude section entirely and replace with: "Smoke detectors shall be provided as required by R314.3.1 but only for alterations exceeding fifty (50) percent of the area of the dwelling unit".

C. Skirting Around Manufactured Homes:
1. The international residential code (IRC), appendix E, manufactured housing used as dwelling definition of "manufactured home", is incorporated in this subsection by this reference as if fully detailed herein.
2. The international residential code section AE503.1 is incorporated in this subsection by this reference as if fully detailed herein.
3. All manufactured homes in the town shall be skirted around its entire perimeter, and water pipes shall be wrapped with heat tapes or skirting shall be insulated to an "R" factor of nine (9). Minimum acceptable skirting requirements shall consist of masonry, masonite, aluminum, wood or other comparable material approved by the building inspector (code administrator). Masonry shall be installed by customary methods with suitable mortar used as the adhesive agent. Masonite, wood and aluminum skirting shall be installed as follows:
a. A top and bottom rail consisting of one inch by two inch (1" x 2") wood stringer. The top rail shall be attached with bolts and screws to the manufactured home bottom. The bottom rail shall be attached to ground support stakes, which shall be a minimum of twelve inches (12") in length and spaced at four foot (4') maximum spacing.
b. Vertical one inch by two inch (1" x 2") wood stringers or equivalent shall be attached to the top and bottom rails by means of bolts or screws. Vertical stringers will be installed at a minimum of every six feet (6').
c. The skirting material shall be firmly fastened to the top and bottom rails as well as the vertical stringers by means of bolts or screws.
4. Upon written notice of any violation of this subsection, the owner or occupier of the manufactured home in violation shall have thirty (30) days to comply. If the manufactured home is not in compliance by the expiration of thirty (30) days, said failure to comply shall be deemed to be a misdemeanor and, upon conviction thereof, any violator, owner or occupier shall be subject to penalty as provided in section 1-4-1 of this code.
