Permits for such connecting sewers shall be issued to the owner of the property by the Town Clerk-Treasurer, who shall collect from each owner or applicant the sum of one hundred dollars ($100.00), which shall be deemed to be and shall be received in full payment for the work of inspection and tap-on fees of the work in connection with the construction of said connecting sewer by the Sewer Commissioner, who shall be appointed by the Mayor and Town Council.
