Every consumer using the water system of this town shall permit the chief operator or his designee to enter his premises or buildings when requested to examine the pipes and fixtures, the manner in which the water is used, and must at all times, frankly and without concealment, answer all questions relative to consumption of water, and the nature of all connections.
