7-1-5: WATER MAINS:
   A.   Construction And Ownership: All water mains constructed or extended by the town shall be and remain the property of the town, unless the town council, in a proper case, shall make an order concerning their transfer. Water mains not constructed or extended by the town, but connected with a water main of the town, shall become the property of the town when a transfer thereof to the town be accepted by the town council, or when such main shall have been constructed or extended within the right of way of a public street or alley of the town, or within an area that subsequently becomes the right of way of a public street or alley of the town. If constructed or extended within the right of way of a public street or alley of the town, the main shall at that time become, without a formal transfer and without expense to the town, the property of the town, unless the town council shall otherwise order. If constructed or extended within an area that subsequently becomes the right of way of a public street or alley of the town, the main shall, at time when the area becomes such right of way, become, without a formal transfer and without expense to the town, the property of the town, unless the town council shall otherwise order. For the purpose of this subsection, a public alley or street of the town shall include not only a public street or alley within the corporate limits, but also a public street, alley, easement or right of way that is outside the corporate limits and the easement for which the town holds. The town is responsible for the water line up to the curb valve and/or meter box, whichever is closer to the main. The consumer is responsible for the water line from the curb valve or meter box to the point of service to the property. All meters, valves and curb stops are property of the town.
   B.   Permit Required To Tap Main: The water mains shall not be tapped by any party other than the town, unless written permission is granted by the chief operator or his designee, and then only after the connection fee prescribed in subsection D of this section is made. Plumbers are strictly prohibited from turning water into any service pipe. Only the town or the town's contractor shall tap a town main. The service connection shall comply with the current edition of the Wyoming public works standard specifications and the Wyoming department of environmental quality, water quality rules and regulations. All plumbing and equipment of the owner shall be connected at the owner's expense, to the service piping in such a manner as meets the approval of the chief operator or his designee, and all such plumbing shall comply with the current edition of the international plumbing code. It shall be unlawful for any plumber or pipefitter to do work on, or operate any of the pipes or appurtenances of the town waterworks, or to make any connection or extension thereto, unless such a plumber or pipefitter shall have procured a license from the town as provided by the ordinances of the town.
   C.   Specifications: Water mains constructed or extended within the right of way of a public street or alley of the town, or constructed within an area that subsequently becomes the right of way of a public street or alley of the town, shall be a minimum of four inches (4") in diameter or larger for residential, business, commercial and industrial areas. With respect to fire protection requirements and as determined by the town, water mains, constructed or extended, shall be a minimum of six inches (6") or larger as required by DEQ section 12. Water mains shall be constructed of polyvinyl chloride (PVC) or ductile iron pipe (DIP). PVC pipe shall meet or exceed the requirements of AWWA specification C900-81 and be DR 18 wall thickness or thicker as pressure requires. DIP pipe shall meet or exceed the requirements of AWWA C-151 and shall be at least class 51 or thicker wall as depth of bury requires.
   D.   Connections To Main:
      1.   The applicant for in town water service from the waterworks system shall accompany his application with a connection or tap fee as set by the town council for the following sizes:

      2.   Connection or tap fees for applicants who reside outside the corporate limits or request a service line in excess of one inch (1") shall be set by the town council.
      3.   The connection fee shall include a tap of the water main, corporation stop, service line from the main to the curb stop, curb stop and box (if required by the town) and water meter, backflow preventer (for residential users), and remote reading device furnished and installed by the town. All commercial and industrial users (and residential users in excess of 1 inch services) will be responsible for furnishing and installing backflow prevention in accordance with section 7-1-12 of this chapter. All connections larger in diameter than one inch (1") shall be evaluated by the town upon application for service. As part of this application, the applicant shall provide a drawing showing all such connections, parts and appurtenances, which shall be submitted to the town for the town's review and approval. The cost of this review and approval shall be borne by the applicant. The town or the town contractor will provide an estimate of tap fee costs to include tap of water main, service line from main to water meter, backflow prevention device and remote reading. The applicant will be responsible to pay or commit to pay these costs prior to any town action. All connections shall be under the authority of the chief operator or his designee and he shall have the authority to cease said work if, in his opinion, it may jeopardize the water system in any possible way. The applicant, at his own expense, shall install his service line from the curb stop or meter box to his point of use. Nothing herein shall be construed so as to obligate the town to furnish water service to nonresidents (outside the corporate limits) unless it is able to do so without curtailing the demands of resident consumers and/or without adversely affecting system pressures and water system.
