Any vehicle which shall be parked or left standing upon any town streets, avenues, alleys, highways, roads, town property and property within the town limits dedicated to public use, for a period in excess of three (3) days, shall be deemed an abandoned vehicle, except a vehicle so parked because of adverse weather conditions. No unlicensed vehicle or trailer may be parked or left standing at any time upon any town streets, avenues, alleys, highways, roads, town property and property within the town limits dedicated to public use. Any vehicle so parked or left standing shall be taken into custody for the town at the direction of the mayor and held at the expense of the owner or person entitled to possession. The fee charged for said removal shall be ten dollars ($10.00) and the fee charged for storage shall be one dollar ($1.00) per day, and both charges shall be assessed as a charge to the owner.
