A soils report, as contemplated by section 66490 of the act, shall be required for each major subdivision. Notwithstanding the provisions of this section, the city council may waive the requirement of a preliminary soils report if it finds that due to the knowledge the staff has concerning quality of the soils included within the subdivision, no such preliminary analysis is necessary.
