4-12-1:   ADMINISTRATION:
   A.   The department is authorized to issue sidewalk vending licenses and vending cart permits in accordance with this chapter.
   B.   The director is authorized to develop, and enforce, this chapter and any rules and regulations regarding the licensing, permitting, and operation of sidewalk vending, that are adopted in accordance with this chapter. (Ord. 19-1035)
