(A) There is established within the city the office of City Inspector, and the Mayor, with the approval of the Common Council, shall appoint some suitable person to be City Inspector, who shall serve as the same until his or her successor shall be appointed and qualified. Before entering upon the duties of his or her office, the City Inspector shall take and subscribe an oath that he or she will support the Constitution of the United States and of the state, and that he or she will faithfully perform all of his or her official duties. He or she shall also execute a good and sufficient bond in the sum of $2,000 payable to the city, and conditioned that he or she will faithfully perform all the duties of his or her office.
(B) The City Inspector shall maintain an office in the City Hall, and during the time of his or her employment shall be in his or her office when not on inspection trips in the city. The City Inspector shall interview all applicants for licenses in the various trades in which the ordinances of the city require the applicant to be licensed; he or she shall issue all permits covering buildings, plumbing and electrical work; he or she shall inspect all buildings and installation of plumbing and electrical work. The City Inspector shall make monthly reports to the Common Council on or before its first regular meeting of each month of all licenses issued and fees collected, permits issued and fees collected, inspections made and fees collected, and any and all violations of the city ordinances pertaining to building, plumbing and electrical work, and shall pay over to the clerk-treasurer all licenses and fees received and collected during the preceding month. The monthly reports for the month preceding shall show the number of permits and licenses issued and the amounts charged therefor, together with a description and location of each building, plumbing and electrical work, and the name of the person to whom the permit is issued. He or she shall keep a description and record of the number, class, size and cost of every building or structure erected or repaired, and all electrical and plumbing work in the city during his or her term of office for which permits were issued, and shall report the same to the Common Council annually.
(C) It shall be the duty of the City Inspector to inspect every building and installation of plumbing and electrical work which may hereafter be in the course of construction or alteration within the limits of the city, and to see that the building or structure or electrical and plumbing work is constructed or altered according to the provisions of the ordinances of the city pertaining to the construction or alteration, and the laws of the state and regulations issued in pursuance thereto and to perform all other duties devolving upon him or her by law or by ordinances now or hereafter in force in this city. If the Inspector is furnished with a written notice by the owner, architect, contractor or contractors of any building, electrical or plumbing work to inspect the building, electrical or plumbing work in process of construction or alteration, he or she shall do so without delay. The City Inspector shall also, when requested, furnish preliminary information relative to the application or interpretation of any of the provisions of the ordinances of the city pertaining to building, electrical or plumbing work, when the same is needed in the preparation of plans.
(D) That to assist the City Inspector in the examination of applicants for various city licenses a committee consisting of one member of the Common Council, to be named by the City Mayor, and the Head of the City Department more intimately connected with the trade for which the license is applied shall make an examination to determine the qualification and skill of the applicant for the trade or occupation for which he or she seeks a license. All examinations given the applicant should be based on the code or regulations of the State Administrative Council or national codes pertaining to his or her trade, and before any license is issued it should be shown that the applicant has a basic knowledge of the codes and regulations.
