§ 51.18 NEW HOME CONSTRUCTION.
   (A)   For new residential electric customers who have made a proper request, TCED will provide the necessary extension of electric facilities in accordance with the tap-in fee and development policies of TCED. In these instances, the customer may be billed the difference between the installation costs and the estimated revenue in accordance with the tap-in fee and development policies.
   (B)   For new electric service, the customer shall furnish the meter base and socket, and the conduit and installation, except that in certain circumstances TCED may elect to require curb side metering, in which case TCED will furnish the meter base and a circuit breaker. The meter base, conduit riser, and other portions of the installation must be installed according to the City Building Code regulations. The customer will be instructed as to the requirements when applying for service. Requirements shall include, but not be limited to, the location of service, minimum service height, character of service, limit on capacity or other pertinent requirements.
   (C)   All required building inspections must be made before TCED will install permanent meters. After certification of the builder and builder's electrician TCED may, at its sole option, provide temporary construction power through the permanent electrical facilities. The temporary construction power may be terminated at any time upon failure of inspection, lack of safety precautions or failure to obtain a certificate of inspection or a certificate of occupancy from the inspecting authority. If the new home is in the city or its extraterritorial jurisdiction, the customer will need an inspection certificate from the inspecting authority. Before permanent service is offered, TCED may, at it's sole option, require a certificate of occupancy from the inspecting authority.
   (D)   All meters will be installed, maintained, owned and read by TCED. The customers are specifically denied access to any meter or metering equipment, except by prearrangement with TCED.
   (E)   All new services installed shall require a tap-in fee in accordance with the tap-in fee schedule, and shall be subject to the TCED development policy.
   (F)   All requirements of the tap-in fee schedule and the development policy shall be met before new services are installed.
