The Chief of Police, subject to the approval of the Mayor, is hereby authorized, directed and empowered to prepare and promulgate any rules and regulations and revisions and amendments thereof, as may in his or her discretion be necessary for the conduct of persons during air raid periods.
(A) The rules and regulations shall be published once by the posting of the rules and regulations in three public places in each ward of the city, and shall become effective at 5:00 p.m. the day they are so published. A copy of the rules and regulations shall be filed at the Office of the Clerk-Treasurer and at the office of the Chief of Police. The rules and regulations shall include rules and regulations governing traffic movements of emergency and other vehicles and persons, evacuation of persons, congregation of persons on the public streets and sidewalks and in public places or buildings, but this enumeration shall not be taken as a limitation on the power to promulgate orders, rules and regulations governing any other subject, persons or property which must be regulated in order to insure the proper execution of any duly authorized blackout or air protection measure.
(B) Practice blackouts and practice air raid drills may be carried out at times and for purposes as the Chief of Police, with the approval of the Mayor, shall deem appropriate and necessary, and subject, always, to the orders of the Army and Navy, and in conformity with all military regulations and the provisions of this chapter, and any rule or regulation adopted as authorized herein.
(C) The Chief of Police, subject to the approval of the Mayor, may create, form, control and conduct any auxiliary police force, and the auxiliary policemen shall be appointed by the same authority which now has the power to appoint and control regular members of the Police Department, to the end that the provision of this chapter and the rules and regulations adopted pursuant to this section may be administered.
(D) All persons appointed pursuant to this chapter, shall serve without compensation and shall not be considered employees of the city, and may be dismissed from service by the appointing authority without any hearing whatsoever.
(E) The failure of any person to obey the lawful order of any peace officer, fireman, auxiliary fireman, auxiliary policeman, air raid warden or member of the Indiana State Guard, given in order to enforce any of the provisions of this chapter, shall be a violation thereof.
