§ 38.01 TITLE; PURPOSE.
   This chapter shall be known as the Air Raid Ordinance, and its provisions shall be liberally construed in order to accomplish its purpose and to put into effect in the city a system and method of precaution from enemy air attack, described in the 1941 publications of the United States Office of Civilian Defense entitled Blackouts and Air Raid Warning System, and any publication of the Office of Civilian Defense supplementing those publications.
