The TCED is authorized to pursue the provision of an appropriate telecommunications infrastructure and services for sale or lease to the citizens of the city and its environs. The TCED may pursue the entrance into long term debt to construct said infrastructure and services for sale or lease to the citizens of the city and its environs reserving to the Common Council the right to approve any such long term indebtedness and bond issue. The TCED is also authorized to pursue the entrance into a cooperative agreement with an appropriate third party entity to provide these telecommunications services to the citizens of the city and its environs.
