§ 51.41 SECURITY FOR PAYMENT OF SERVICES.
   Any customer requesting any service will be required to make a cash deposit.
   (A)   The minimum cash deposit required of residential customers will be two times the estimated monthly bill.
   (B)   The minimum cash deposit required of all other customers will be two and one-half times the estimated monthly bill.
   (C)   The Utility Service Board has the discretion to establish a security deposit lower or greater than the minimum enumerated in the preceding sections in the case of specialized installations. The Utility Service Board may also waive the deposit at its sole discretion.
   (D)   The security deposit may be provided in the following forms:
      (1)   Cash deposit;
      (2)   Escrow with escrow agreement;
      (3)   Security/payment bond;
      (4)   Certificate of deposit with assignment contract (placed under the control of TCED);
      (5)   Letter of credit; or
      (6)   Any other form as prescribed by the Utility Service Board. However, the institution and the form of agreement must be approved by the Utility Service Board.
