§ 33.02 DUTIES OF THE CHIEF.
   (A)   The Chief Engineer shall have full power, control and command over all persons whatever at any fire, and in his or her absence the Assistant Engineer shall perform his or her duties; and he or she shall have power to require all persons present and not attached to any fire company to work in the extinguishment of the fire, or in aiding to save property from destruction or injury, and to order bystanders, who are unemployed, to remove to a distance as the Engineer or his or her assistants may prescribe, and any person who shall refuse to obey any order or direction lawfully given by the Engineer or his or her assistants shall, upon conviction thereof, be fined.
   (B)   It shall be the duty of the Chief Engineer to direct, at all fires, any measures as he or she shall deem advisable for the effectual extinguishment of the fires. He or she shall in all cases of fire have the sole and absolute control over all members of the Fire Department, and it shall be his or her duty to report quarterly to the Common Council at its first regular meetings in the months of March, June, September and December, in each year, the condition and standing of each company, and the number of its members; also, the names of members who have withdrawn from each company or have been expelled. He or she shall also report the condition of all fire apparatus pertaining to the Fire Department and the conditions of buildings in which the same is kept, and shall recommend the alterations and improvements in the fire apparatus as he or she may deem necessary. He or she shall cause annual reviews of the Fire Department to be held each year and shall appoint a day for the review and give notice thereof to the Mayor and members of the Council. On the day appointed for the review, it shall be the duty of all persons belonging to the Fire Department to appear at the place designated be the Chief Engineer, fully equipped with uniform and apparatus, for the review. The Chief Engineer, whenever any fire apparatus shall require to be repaired, shall cause the same to be done immediately.
