A qualified nonresident contractor who is the successful bidder on a construction contract in the city and can establish his or her ability to perform the business of plumbing, heating and ventilating or electrical wiring by complying with the provisions of this subchapter can obtain a temporary permit for a fee of $25, to do business at any designated address within the city and jurisdictional area during the course of the construction, the business to be confined to the site of the construction. The temporary permit shall not be issued for a period of more than 60 days. If no complaints have been received against work performed by the holder of a temporary permit issued hereunder, the City Clerk is authorized to renew the temporary permit without charge for consecutive 60-day periods upon reapplication by the holder of the permit.
