§ 151.67 BOARDS OF EXAMINATION.
   (A)   There is hereby established a Board of Examination for the Electrical Wiring and Heating and Ventilation business. Each Board of Examination shall determine the fitness of the applicants for license by either an oral or written examination. The Boards shall be composed of five members as follows:
      (1)   The Board of Examination for the Electrical Wiring Business shall consist of one Councilman, the Director of Planning and Development, and three citizen members who are familiar with the electrical wiring business, and not more than two of whom shall be actively engaged in the business at the time of their appointment.
      (2)   The Board of Examination for the Heating and Ventilating Business shall consist of one Council member, the Director of Planning and Development and three citizen members who are familiar with the heating and ventilating business, and not more than two of whom shall be actively engaged in the business at the time of their appointment.
   (B)   The members from the Common Council on the above Boards shall be appointed by the Mayor to serve during the Council member's term of office, and the citizen members shall be appointed by the Mayor with the approval of the Common Council. The appointment of the citizen members shall be for a period of one year. Provided, that the citizen members actively engaged in the businesses shall not serve more than one year consecutively; and that no member of the Common Council who is actively engaged in any of the above set out businesses shall be appointed as a member of the Board of Examination pertaining to his or her business.

   (C)   The Boards of Examination shall meet after their appointment and elect from their membership a Chairperson, Vice-Chairperson and Secretary. It shall be the duty of the Chairperson to preside at all meetings, provided that the Vice-Chairperson shall preside in the Chairperson's absence. The Secretary of each Board shall keep minutes of all meetings and forward the results of all examinations to the Common Council along with the recommendation of the Board. It will be necessary for a majority of the members to be present at any meeting. Each Board shall meet to pass upon all applicants in their respective business upon notification to the Chairperson or Vice-Chairperson of pending applications by the Clerk-Treasurer; the meeting to be called by the Chairperson, and in his or her absence by the Vice-Chairperson.
