§ 114.12 COMPLAINTS.
   All complaints against licensed taxicab companies shall be referred to the Board of Public Works. If a preliminary investigation determines that a violation of this chapter has occurred, the complaint may either be referred to the Board of Public Works for a public hearing on the suspension or revocation of the license or the City Attorney for action.
