§ 113.02 SALE OR EXCHANGE OF CERTAIN JEWELRY, COINS, PRECIOUS STONES AND METALS.
   (A)   It shall be the duty of all persons dealing in the purchase, sale or exchange of secondhand or antique jewelry, coins, watches, diamonds or other precious stones, cutlery, old gold, silver, platinum, or other precious metals, or any other secondhand manufactured articles, composed wholly or in part of gold, silver, platinum or other precious metals, to keep a daily register on a form provided by the Police Department of every article received by them in the course of their business, and the persons from whom the articles were acquired. The register shall contain as minute a description of each article as is possible, including any identification numbers and the manufacturer's name, as well as the name, age, sex, race, address, driver's license number, general description of the individual or individuals selling or exchanging the articles, and their signatures.
   (B)   All persons engaged in business as described in division (A) above shall furnish to the Chief of Police each day at his or her office by 11:00 a.m. a copy of the register for all transactions which took place during the preceding day.
   (C)   All persons engaged in business as described in division (A) above shall retain each and every article received by them in the same state and condition in which it was received, and all articles received during any one day's transactions shall be kept separately and shall not be co-mingled with articles received during any other day's transactions. Furthermore, all articles shall be made available for examination to members of Police Department, State Police, or other law enforcement officials at the place of purchase for a period of five consecutive days after their receipt before the articles are resold or exchanged, unless written permission is obtained from the Chief of Police.
   (D)   No person engaged in business, as described in division (A) above, shall purchase or exchange secondhand or antique jewelry, coins, watches, diamonds or other precious stones, cutlery or old gold, silver, platinum or other precious metals or any other secondhand manufactured article composed wholly or in part of gold, silver, platinum or other precious metals from any person less than 18 years of age.
   (E)   A transient buyer subject to this section shall include any person, partnership, corporation or other entity which buys old gold, silver, platinum or other precious metals, art objects, antique jewelry, gems, watches, and old coins who engage in, do or transact any transient business in this city and who, for the purpose of carrying on the business, hire, lease or occupy any building, structure or vehicle.
   (F)   It shall be unlawful for any transient buyer to engage in any activity in the city without first having obtained a permit and bond as provided herein.
   (G)   All transient buyers desiring to engage in business in the city shall first make application in writing to the Clerk-Treasurer's Office in City Hall, on forms provided by the city, and shall have their pictures taken and their fingerprints made at the City Police Headquarters, and shall allow sufficient time to process the application.
   (H)   The registration fee shall be $50 for each registrant, the fee shall go into the City General Fund, and shall expire on December 31 of the year in which the permit is issued, regardless of the date issued.
   (I)   Each registrant shall receive a card stating the name of registrant and the nature of occupation or business and information of due processing by the city, and shall be used as a proper credential.
   (J)   The registrant shall post a performance bond in the amount of $20,000 to insure that all merchandise purchased in the city is held by the buyer for five consecutive days at the place of purchase as required by this chapter, and the bond shall be written to expire December 31 of the year in which it was purchased.
   (K)   Each transient buyer shall be required to carry on his or her person, visible to the public, identification bearing his or her name and address, and the name of his or her business, if any.
