Northbound lane of 31st Street, from the northerly terminus of the driveway serving Ivy Tech (which is Lot 2 in Block 506) to the terminus of 31st Street, which is on the north end of the intersection of 31st Street and Layfayette Street, shall be divided into two lanes of equal width. The lanes shall be marked by a solid yellow line. | Changing lanes between the easterly northbound lane and the westerly northbound lane is prohibited, at any point where such solid yellow line is placed dividing said traffic lanes. |
