   Driving through City Park shall be subject to the following provisions.
 
Special Provisions
City Hall is presently located in City Park in Block 61 in the city. Presently there is a roadway dedicated by the city for use by the public running in a north-south direction. All vehicles operating in a north direction upon the roadway shall keep to the right side of the roadway and shall drive around City Hall only to the east side of City Hall, and all vehicles driving in a southerly direction through City Park on the roadway shall keep to the right side of the roadway and shall drive around City Hall only to the west side of City Hall.
