§ 31.02 DEPARTMENT OF PLANNING AND ENGINEERING.
   There is hereby established a Department of Planning and Engineering to be operated and controlled by the Board of Public Works and Safety, and the Director of Planning and Engineering is appointed by the Mayor and serves at the pleasure of the Mayor.
