§ 73.04 PROHIBITED ACTIVITIES ON PARKED MOTOR VEHICLES.
   It shall be unlawful for any person to stand, sit, lie or lounge on the top or hood of any motor vehicle while the motor vehicle is parked on any of the public streets or alleys in the city, and it shall also be unlawful for any person to stand in the public streets or alleys while talking to a person while the person is standing, sitting, lying or lounging on the top or hood of any motor vehicle or seated inside the motor vehicle while the motor vehicle is parked on any of the public streets or alleys in the city, and it shall furthermore be unlawful for any person to stand in the public streets or alleys in the city when the standing impairs the flow of motor vehicle traffic within the city.
