(A) There is established a City Plan Commission under the authority provided in Chapter 174 of the Acts of the State General Assembly of 1947, as amended.
(B) The membership of the City Plan Commission shall consist of seven members, appointed as follows:
(1) Three persons in the city government, to be appointed by the Common Council, whose term shall be co-extensive with the terms of office to which they were elected or appointed; and
(2) Four citizen members residing within the corporate limits of the city, to be appointed by the Mayor. Each citizen member shall be appointed for a term of four years.
