(A) No person shall park a vehicle on the east side of an alley, running in a north-south direction, or on the south side of any alley, running in an east-west direction.
(B) Any vehicle parked in an alley shall be parked with the wheels parallel with and within 12 inches of the edge of the alley, and shall leave available 8 feet of the width of the alley for the free movement of traffic.
