§ 71.35 REGULATION OF SPEED.
   (A)   By engineering and traffic investigation, the proper maximum speed for all local streets that are not otherwise posted and signed within the corporate limits of the city is 30 miles per hour.

   (B)   When the city, as authorized by state law, hereby declares and determines, upon the basis of an engineering and traffic investigation, that certain speed regulations shall be applicable upon specified streets or in certain areas, it shall be unlawful for any person to drive a vehicle at a speed in excess of any speed so determined when signs are in place giving notice thereof.
