(A) The provisions of this chapter shall apply to the drivers of all vehicles owned or operated by the United States, the state or any political subdivision of the state, subject to any specific exceptions that are set forth in this chapter or in the state vehicle code.
(B) The provisions of this chapter shall not apply to persons, motor vehicles and other equipment while actually engaged in work on a street, but shall apply to any persons and vehicles when traveling to or from work.
