(A) There is hereby reinstated an inspection fee for a vehicle inspection made by members of the Police Department, including regular police officers, police reserves or other peace officers of the department pursuant to I.C. 9-1-2-1. The fee shall be payable by the person requesting the inspection. It shall be made at the time of the inspection. Upon payment of the fee the person making the inspection shall issue a receipt.
(B) The amount of the inspection fee shall be $5. All inspections shall take place at the Police Department headquarters. Nothing herein shall be interpreted to require the inspector to travel to any location outside the corporate limits of the city to make the inspection.
(C) The revenues collected pursuant to this section shall be payable to the city, shall be delivered to the Office of the Clerk-Treasurer, and shall be deposited in a special Vehicle Inspection Fund which is hereby established. The fiscal body of the city must appropriate the money collected from these fees only for law enforcement purposes.
