§ 55.14 GARBAGE GRINDERS; DISPOSAL UNITS.
   (A)   It is the intention of this section to encourage the disposal of garbage through garbage grinders into sewers. Therefore, it shall be unlawful for the owner, occupant or lessee of any premises in the city to deposit or place any garbage in any alley, street or other public place within the city, or upon, or along any public way within two miles of the city limits. No person shall deposit or place any garbage upon private property outside of any residence, club, restaurant, hotel, nursing home or other public or private place, whether owned by the person or not, within the limits of the city; provided, however, any person may destroy the garbage upon his or her own premises by incineration or otherwise to the satisfaction of the Sanitation Officer of the County Board of Public Health.
   (B)   All buildings hereinafter constructed containing a kitchen or kitchens and all kitchens hereafter remodeled shall have installed in each kitchen a garbage disposal connected to the sewers, which shall effectively pulverize garbage, or shall have installed a calcinator in each of the kitchens or an adjoining room, which shall effectively dispose of garbage without emitting odor or smoke. Each of the kitchens shall be equipped with other similar devices which effectively dispose of garbage. All devices shall be approved by the City Inspector.
