The fees as provided for in this subchapter shall be paid as they become due at the Trash Department. The billing for the $5.50 monthly fees shall be placed on water bills generated by the Water Department. All collected payments shall be and constitute a separate and distinct fund from other funds of the city, and shall not be merged or co-mingled with other funds of the city.
