(A) Each occupying owner or occupying tenant of each unit or structure shall cause to be placed at the curb or at the alley all refuse generated by the unit or structure, in trash bags of a size and nature authorized by this subchapter.

(B) No person shall exert unauthorized use of control over a trash bag placed at the curb or the alley by an occupying owner or occupying tenant of a unit or structure without consent of the custodian or the City Trash Department. Any person who violates the provisions of this section shall be subject to a fine in addition to any and all other remedies provided by § 55.15.
