(A) There shall be established a non-reverting fund known as the William Tell Complex Fund.
(B) Any amounts located in said fund shall be dedicated to the payment of utilities for, and the costs of maintenance and upkeep of, the real estate at 647 Main Street, including upgrades and infrastructure improvements to the real estate, or as aid to the entities listed in I.C. 36-10-2-4 or I.C. 36-10-2-5.
(C) The William Tell Complex Fund shall not revert to the general fund, and the Common Council of the city shall have control of the budgeting and appropriation of funds from said account.
