All building permits required by the city shall be applied for and obtained by the contractor performing the work for which the permit is being issued. Provided, however, that if the property owner shall state under the penalties for perjury that the property owner is personally doing all of such work, with only unpaid volunteer labor, then the property owner may obtain the permit.
