For any new building construction occurring after the date of the passage of this section, and for all repairs and replacements of sanitary sewer lines in existing buildings, all sanitary sewer drain lines located within a building below the natural grade line of said building shall have installed therein a backflow prevention device, the nature of the device and the location of the device to be approved by the Sewage Department upon application for such determination made by the person constructing such sanitary sewer drain line.
